Ray Dashboard Cluster Page SortBy not work well

Hi, I found Sort By func is not work well in the cluster page,
when I click SortBy and Reverse, it has no effect

I have tested on 2.3, 2.7

I think it’s a known issue that sorting doesn’t work as expected. Can you create a github issue for it?
