The following error was encountered when using the docker environment of runtime_env in k8s，and the error will be repeated.

### What happened + What you expected to happen The following error was encount…ered when using the docker environment of runtime_env in k8s，and the error will be repeated. <img width="1550" alt="image" src="https://github.com/ray-project/ray/assets/16042235/a2d2101e-6e1b-40d1-ab3a-4e002e68b8c3"> ### Versions / Dependencies ray, version 2.10.0 ### Reproduction script 1、start k8s pod by yaml ```yaml apiVersion: v1 kind: Pod metadata: name: podman-priv spec: containers: - name: priv image: quay.io/podman/stable args: - sleep - "1000000" securityContext: privileged: true ``` 2、exec in the pod and install ray 3、execute script: ```python import ray import os @ray.remote def test(): return "hello" print(ray.get(test.options(runtime_env={"container": {"image": "registry.access.redhat.com/ubi8:latest","run_options": ["--cap-drop SYS_ADMIN","--log-level=debug"]} }).remote())) ``` ### Issue Severity High: It blocks me from completing my task.
