How severe does this issue affect your experience of using Ray?
- High: It blocks me to complete my task.
When I run the command to install RLlib I always get this error:

I have tried different versions of python and trying to install Numpy 1.21.3, but it says that version doesn’t exist? I’m just googling with no direction and need some help. I come back into work tomorrow at 3pm so I cant reply until then, Thank you!
