I have read the doc for ray 3.0.0, and found the code from ray.air import RunConfig, ScalingConfig but it gets error in ray 1.13.0, where can I find out the changes between these things?

Things should be cleared up once we make the Ray 2.0 release in the next couple days!
So there will be:
Ray 1.13- currently the latest Ray release
Ray 2.0- coming soon!
Ray 3.0.0.dev0- this is cutting-edge master that will continuously be updated.
