Would you please share your conda list?
I’m using pyenv virtualenv. Would you please try there? The requirements.txt are in my gist. Please check the revision history.
In this particular setup, there were no environment managers. It’s just python3 used directly.

I just download ray in my base conda env. BTW, I am a little occupied by other priorities now. Let me actually tag a person who can keep helping on this; cc @sven1977 can you take a look at the issue from him?
I repeated the test with Ray 1.4.0. The 3 errors reported in previous matrix has gone away.
